Distances in Costa Rica are quite short, and road conditions are reasonable for the purpose of getting around on holiday with no great speed or urgency.
Apart from a few dual carriageways around San José, the few major routes tend to be equivalent to minor country A roads in the UK, but windy and bumpy enough that you rarely feel comfortable going faster than 50mph.
Small country roads are the norm everywhere else. Side roads in country areas are often unpaved. You have to be patient and not mind getting lost from time to time (though a GPS/SatNav helps a lot).
